Communities Unlimited (CU) has announced the promotion of Russ Garner as the new Director of Community Sustainability. With extensive experience in community development, Russ is well-positioned to lead efforts that strengthen rural communities and drive sustainable economic growth.

He is a masterful relationship builder and embodies our strategic blending approach to community development. Russ grew up in a rural Mississippi community and as a professional returned home to make a difference in rural places. We look forward to his leadership in taking our community-driven development model to new heights and move rural communities toward prosperity.”

Russ joined Communities Unlimited in 2023 as a Community Facilitator and quickly advanced to Area Director for Field Operations. In 2025, he became Director of Community Sustainability, now leading a team of 12. He focuses on community development by strengthening rural economies through local asset development, funding opportunities, and strategic partnerships. In FY2024, CU’s Community Sustainability Team leveraged nearly $14 million and supported 100 projects in seven states.

“I’m excited to take on this new challenge, continue strengthening the strategic blending model we’ve been developing as a team, and bring a fresh perspective to our work,” Russ said. “My goal is to enhance our collaboration, elevate our efforts, and make a meaningful difference in the rural communities we serve.”

With a Master of Public Policy and Administration (M.P.P.A.) from Mississippi State University and a background in rural development research, Russ brings deep expertise to this role. In October 2023, he earned his Professional Economic Developer certification from the Community Development Institute, further solidifying his commitment to driving economic resilience in rural areas. Under Russ’ leadership, CU’s Community Sustainability programs will continue to grow, ensuring communities have the resources, strategies, and support needed for long-term success.
