In Alamo, Texas, located in Hidalgo County, Enedelia Garcia faced a challenge familiar to many families in South Texas’s colonias.
Her mother Juana’s bathroom, worn down over time, had become more than just inconvenient — it was dangerous. After brain surgery left Juana with limited mobility, navigating the outdated bathroom safely became nearly impossible.
One day, Juana saw a commercial for the Home Improvement Loan Program, an initiative by Communities Unlimited (CU) designed to help families like theirs. Curious and hopeful, Juana called, unaware this would lead to a life-changing home transformation.
The Home Improvement Loan Program offers small-dollar loans of up to $3,500 to help colonia residents in Cameron, Hidalgo, and Starr counties make critical home repairs they might otherwise be unable to afford. Designed for families who often lack access to traditional financing, the loan features affordable monthly payments over two years at a fixed 10% Annual Percentage Rate (APR).
This program has served as a vital financial tool for South Texas homeowners needing repairs such as leaking roofs, damaged flooring, HVAC replacements, and mold remediation. Loans do not require collateral or a credit check, although applicants must provide proof of homeownership and may need to show a history of on-time payments. A maximum debt-to-income ratio of approximately 40% also applies.
Recently, the program expanded into the Arkansas Delta, where it now serves more than 30 counties. The expansion brings much-needed financial relief to rural residents facing similar housing challenges across the region.
For the Garcia’s, the process was seamless.

Soon, they received the funds to renovate the bathroom, replacing it with a modern walk-in shower. This change significantly improved Juana’s daily routine, especially after surgery.
The impact was profound. The new bathroom not only restored Juana’s dignity but also gave Enedelia peace of mind, knowing her mother could move safely at home.
The Home Improvement Loan Program isn’t just about home repairs — it’s about restoring hope and providing families with the support they need to create safer, healthier living environments.
"It made a huge difference for my mom."
