What We Do

Communities Unlimited’s Community Infrastructure program provides technical, managerial, and financial support to rural water and wastewater systems across seven states — Arkansas, Oklahoma, Tennessee, Louisiana, Mississippi, Texas, and Alabama.

As the southern regional affiliate of the Rural Community Assistance Partnership (RCAP), Communities Unlimited works alongside small-town utilities, boards, and operators to reach and maintain compliance, keep rates sustainable, and plan for long-term system health.

The team assists with day-to-day operations, board and operator training, rate analysis, and GIS mapping of water and sewer lines, and it supports private well and septic owners as well. When a project involves capital costs — engineering, pre-development work, or full system upgrades — communities can also access loans directly from Communities Unlimited alongside this assistance. The goal is clean, reliable water and wastewater service that rural communities can afford to sustain

Rural towns typically combine federal and state programs — such as USDA Rural Development and EPA state revolving funds — with local rates. Across its seven-state region, Communities Unlimited works alongside utilities on planning and applications, and can lend directly for engineering, pre-development, and construction costs.
