Chief Executive Officer
Ines Polonius
Ines Polonius, Chief Executive Officer of Communities Unlimited, joined the organization in 2014 and works out of the Fayetteville, Arkansas, office.
She has been active in national and international economic development for over 30 years. She has dedicated her career to accelerating community economic development in persistently poor, rural places in the South. She leads Communities Unlimited, a CDFI dedicated to moving rural and under-resourced communities in Texas, Oklahoma, Arkansas, Louisiana, Mississippi, Tennessee and Alabama toward prosperity.
She received a Master of Business Administration degree and a Master of Economics degree from Boston University in Boston, Massachusetts, and a certificate in Public and Not-for-Profit Management. She earned a Bachelor of Science in Foreign Service from Georgetown University in Washington, D.C.

Melody Timinsky
Melody Timinsky, Chief Operations and Engagement Officer, joined Communities Unlimited (CU) in 2024 and is based in Fayetteville, Arkansas. She brings more than 30 years of leadership experience in operations and strategic engagement.
Melody oversees human resources, technology, communications, training, and compliance. In her career, she has secured over $25 million in grant funding and has experience as a grant evaluator for government and philanthropic organizations. Previously, she worked as a nonprofit consultant focused on operations and fund development. She earned a Ph.D. in Public Affairs (ABD) from the University of Texas at Dallas, a Master of Business Administration from the University of Dallas, and a Bachelor of Science in Theoretical Mathematics from the University of Arkansas.

Chief Financial Officer
Kim Griffey
Kim Griffey, Chief Financial Officer in Fayetteville, Arkansas, joined Communities Unlimited (CU) in 1995. She oversees the financial management of federal, state, and foundation grants, including cash management, payroll tax reporting, audit preparation, and federal income tax filings. She also develops and maintains internal controls and annual budgets, and leads special projects such as general ledger reorganization, monthly reporting, and internal control evaluations.
Kim is a member of the American Institute of Certified Public Accountants and the Arkansas Society of Certified Public Accountants. She holds a Master of Business Administration from the University of Arkansas and a Bachelor of Science in Accounting from Arkansas State University. She became a Certified Public Accountant in Arkansas in 1992.

Grants Coordinator
Joanna Moore
Joanna Moore, Grants Coordinator in Fayetteville, Arkansas, joined Communities Unlimited (CU) in June 2015 as a Staff Accountant. She is responsible for grant billing, researching funding opportunities, and identifying eligibility requirements. She also works with her team to assess and pursue funding that best supports the organization’s needs.
Joanna earned a Bachelor of Science in Business Administration from the Sam M. Walton College of Business at the University of Arkansas, where she was part of the Walton Honors Program. She also holds a Master of Accountancy from the same institution and became a Certified Public Accountant (CPA) in September 2019.

Candi Barbour
Candi Barbour, Grant Liaison in Fayetteville, Arkansas, joined Communities Unlimited (CU) in 2023. She serves as the primary contact for Community Sustainability and Entrepreneurship grants, handling reporting, payment processing, and coordination across teams.
Candi began at CU as an Administrative Assistant to the CEO and was promoted to Grant Liaison in 2024. She holds a Bachelor of Science in Communications from Missouri State University.

Carolyn Haley
Carolyn Haley, Grant Liaison, joined Communities Unlimited (CU) in 2022. She manages Infrastructure grants, including invoicing, reporting, tracking expenditures, and ensuring payment accuracy. She also maintains the Grant Library and supports data entry and accounting functions.
Carolyn began at CU as a Finance Temp and advanced through several roles, including Administrative Assistant and Accounts Payable Clerk. She holds a B.A. in History with a minor in Education from the University of Houston and is based in Fayetteville, Arkansas.

Suomi Phengsouvanavong
Suomi Phengsouvanavong joined Communities Unlimited (CU) in October 2025 and became a full-time Finance Clerk in March 2026. In this role, she processes invoices, issues vendor payments, reconciles accounts payable transactions, processes expense reports, audits documents, places office orders, and creates purchase orders. Suomi works out of the Fayetteville, Arkansas office.

Russ Garner
Russ Garner started Communities Unlimited (CU) in January 2023 as a Community Facilitator on the Community Sustainability Team, promoted to Area Director for Field Operations and is now Director of Community Sustainability. He facilitates community members on projects and funding opportunities to help the communities. He coordinates with strategic partners to implement training and technical assistance to accomplish goals and outcomes for communities and partners with communities and businesses to find funding opportunities, tools, and resources to achieve needs in the community.
Russ has an M.P.P.A. from Mississippi State University and a research and rural development background. Russ received Professional Economic Developer certification from the Community Development Institute in October 2023.

Director of Entrepreneurship
Cynthia Terry
Cynthia Terry, Director of Entrepreneurship, joined Communities Unlimited (CU) as a Management Consultant in 2004 and became the E-Team’s Director in 2016. She oversees fundraising, partner relationships, and daily operations, leading a team across CU’s seven-state service area.
The Entrepreneurship Program supports businesses at every stage, offering tailored one-on-one consulting, webinars, workshops, and an on-demand learning platform with 30+ courses. Its core focus is problem-solving growth challenges, developing strategic plans, and implementing solutions alongside business owners.
Cynthia has led key initiatives, including MEMShop, a retail popup model with the City of Memphis, and CU’s Wealth Builder program, helping entrepreneurs set realistic wealth-building goals. A lifelong small business advocate, she has also supported her husband’s business for 20 years. Cynthia holds an MBA and a Juris Doctorate from the University of Memphis and has been a licensed Tennessee attorney since 2003.

Executive Administration Manager
Sara Hamilton
Sara Hamilton started with Communities Unlimited (CU) as an Office Assistant and became Executive Administration Manager in March 2026. She supports executive leadership through scheduling, meeting and travel coordination, reporting, and daily operations, while also preparing presentations, organizing grant proposals, and managing Board logistics. Sara works across departments to support HR, accounting, and internal communications.

Chris Baker
Chris Baker, Area Director of Strategic Communications, joined Communities Unlimited (CU) in June 2022. Chris develops and leads communication strategies that enhance CU’s visibility, strengthen relationships with partners and stakeholders, and engage diverse audiences. He oversees internal and external communications, supervises a team, manages resources, and ensures that messaging is impactful, data-driven, and aligned with CU’s mission.

Content Coordinator
Derek Shore
Derek Shore joined Communities Unlimited (CU) in March 2024 as Content Coordinator. He writes and edits content for CU’s print and digital platforms, interviews community members and clients, and translates information into engaging stories. He also produces multimedia content, including photography and video, using drone technology to capture unique perspectives.
Derek supports the monthly newsletter, helps manage social media content, contributes press releases, and helps maintain the website. He also builds relationships with media outlets, partners, and stakeholders to amplify CU’s message and supports outreach across the organization’s seven-state footprint. Derek holds a Bachelor of Science in Journalism from Missouri State University and is based in Fayetteville, Arkansas.

Communications Associate
Haley Reed
Haley Reed, Communications Associate, joined Communities Unlimited (CU) in September 2019. She creates multimedia content for social media, podcasts, and client showcases, designs graphic elements, and helps manage CU’s social media platforms. Haley collaborates with staff to maintain the training calendar, conducts client interviews, and works with the Content Coordinator to produce stories. She also contributes to press releases, updates the website, and coordinates event promotions and registrations.

Endpoint Management Specialist
Keith Smith
Keith Smith, the Endpoint Management Specialist based in Fayetteville, Arkansas, joined Communities Unlimited (CU) in January 2024. In this role, he provides technical support, troubleshooting software and hardware issues for both Fayetteville office users and remote staff. He oversees system installations, assists users, conducts training, and ensures security compliance.
Additionally, Keith tracks IT issues, maintains databases, performs backups, and collaborates with leadership on IT solutions. His responsibilities also include data entry, SharePoint management, and inventory tracking.

Harold Fisher
Harold Fisher, a System Administrator – Cybersecurity & Compliance based in Fayetteville, Arkansas, joined Communities Unlimited (CU) in December 2024. As a member of the IT support team, Harold corrects software issues and repairs hardware. His other duties include data entry, SharePoint list and database management, and physical inventory.

Director of Lending
Michael Rivera
Michael Rivera joined Communities Unlimited (CU) as Director of Nuestra Casa in April 2022 and was promoted to Director of Lending in January 2024. He leads a team of nine and oversees the loan process, as well as CU’s Community Development Financial Institution (CDFI) program, which includes small business, consumer, and commercial portfolios.
Michael has more than 15 years of experience in banking and finance. During his time as Director of Nuestra Casa, he led a program that provides small-dollar loans to residents in Colonias for home improvement projects. He holds an Associate of Arts degree in Business Management and Marketing from Athens Technical College.

Debra Leach
Debra Leach, Area Director, joined Communities Unlimited (CU) in May 2021. She is responsible for originating quality loans through internal and external referral sources. She also develops strategies to market the bank’s SBA and small business grant programs to entrepreneurs with financing needs. She came to CU with a strong financial background, from her previous roles as a Vice President/Loan Manager for Arvest Bank as well as Vice President of Commercial lending for RCB Bank.

Operations Manager
Jane Coffin
Jane Coffin is the Loan Operations Manager for Lending for Communities Unlimited (CU). She started at CU in a Small Business Association (SBA) Payroll Protection role.
Jane has over 15 years of nonprofit experience and brings her office management skills to her role as Loan Operations Manager. Her duties include post loan management, compliance, and collections. She is responsible for monitoring line filings, financial statements, and insurance compliance. She assists the Director of Lending in producing weekly, monthly, and quarterly reports. Jane monitors and reports on our current SBA profiles and assists in grant reporting and data management.

Senior Economic Development Loan Officer
Chris Ranniger
Chris Ranniger is a Senior Economic Development Loan Officer for Communities Unlimited (CU). On top of commercial loans, Chris also handles CU’s infrastructure lending. He meets with borrowers to develop relationships, helps them get all accurate documents, and ensures they are properly prepared for the loan process. He guides clients through the loan process and works with the loan committee to ensure that everything is ready for loan closing.

Economic Development Loan Officer
Candence Brooks
Candence Brooks started at Communities Unlimited (CU) in September 2023 and is an Economic Development Loan Officer. Consumer Loan Officer
Jesse Saldana
Jesse Saldana joined Communities Unlimited (CU) as the Consumer Loan Officer in December 2024. Jesse lives in Brownsville, TX, and brings almost 20 years of experience as a Personal Banker at Wells Fargo to the position.
Jesse manages consumer loans, assesses applicant eligibility, monitors payments, and ensures borrower satisfaction and timely repayment. He holds a Bachelor of Business Administration in Finance from Pan American University.

GIS Coordinator
Trent Neathery
Trent Neathery joined Communities Unlimited (CU) in May 2020 and serves as the GIS Coordinator. He supervises two technicians and assists with the implementation, collection, validation, training, presenting, and publishing of GIS data for CU communities.
Trent works in rural communities collecting map points and creating maps and presentations for community water and wastewater systems. He also provides infrastructure and GIS solutions and technical training for rural communities. Trent has a Bachelor of Science degree in Agriculture – Environmental, Soil and Water Science from the University of Arkansas.

Loan Assistant
Amber McClellan
Amber McClellan, Program Assistant (Loan), originally came to Communities Unlimited in July 2018 as a Receptionist and moved up to Program Assistant in April 2019. In 2020, Amber became the Executive Assistant to the CEO and assisted with AHCC, Loan Closings, and more. She eventually moved into a full-time Loan Assistant position in 2022. In this role, Amber accepts and reviews new loan applications, answers client’s questions, files necessary paperwork, and performs other administrative duties.

Yessie Hernandez
Yessie Hernandez started CU in September 2023 as a Program Assistant (Loan). Yessie assists the lending team by accepting and reviewing new loan applications, answering client questions, filing paperwork, and other administrative duties.
Yessie has an MBA in Business Administration and a BS in Business Administration from the University of Phoenix. She assists the Lending Team with loan documents and loan closings.

Alexandria Cordero
Alexandria Cordero joined Communities Unlimited (CU) as a Small Business and Environmental Lending Intern in January 2025, where she supported Senior Economic Development Loan Officer Chris Ranniger. In January 2026, she transitioned into a full-time role as a Loan Officer.
In her role, Alexandria works across both community infrastructure and small business lending. Alexandria holds a Bachelor’s degree in Banking from Stephen F. Austin State University and lives in Lufkin, Texas.

Area Director of Program Operations
Michelle Viney
Michelle Viney, Area Director of Program Operations, joined Communities Unlimited in 2018 after previously working for the organization from 2003-2007 as a Community Education and Outreach Specialist responsible for the production of the Community Water Bulletin and CRG Small System Guides.
Today, Michelle works with rural communities in Arkansas to develop strategies for community and economic development. She is a certified NPDES Stormwater Inspector and is a licensed Class I Wastewater Treatment Operator and Class 1B Solid Waste Management Facility Operator in Arkansas. She has a Bachelor of Arts degree from Hendrix College in Environmental Ethics and a Master’s Degree in Management and Leadership from Webster University.

Area Director for Field Operations
DeAnna O’Malley
DeAnna O’Malley is the Area Director for Field Operations at Communities Unlimited (CU), where she works with communities to secure funding, deliver training, and implement projects. She partners with CU and other organizations to provide technical assistance and resources that help communities achieve their goals.
Previously, DeAnna worked for the Arkansas Department of Health, supporting community grants and providing technical assistance. She attended Kaplan University and Texarkana College and lives in Texarkana, Arkansas.

Healthy Foods Coordinator
Brenda Williams
Brenda Williams is the Healthy Foods Coordinator at Communities Unlimited (CU), where she leads the Food LINC program to increase access to healthy food in the Memphis Mid-South. She also works as a community facilitator, supporting local initiatives, engaging residents, and helping connect communities with resources. Brenda supports small and minority farmers and has coordinated programs that purchase locally grown food for area food pantries.
Previously, Brenda managed graduate programs at the University of Memphis Fogelman College of Business. She holds a bachelor’s degree from Arkansas State University and an MBA from Webster University and lives in Olive Branch, Mississippi.

Senior Community Facilitator
Kelle Menogan, Jr.
Kelle Menogan started Communities Unlimited (CU) in December of 2022 as a Community Facilitator and was promoted to Senior Community Facilitator in March of 2025. He works with communities to assist them in developing improvements. He builds relationships with community members and businesses to assist them find funding opportunities, tools and resources to help accomplish their goals and be more sustainable.

Senior Community Facilitator
Kristy Bice
Kristy Bice, Senior Community Facilitator (T.L.L. Temple), joined Communities Unlimited (CU) in 2023. She helps organize communities through stakeholder engagement, resource mapping, and connecting local leaders with opportunities across areas like broadband, water, healthy foods, and small business. She also supports CU staff, develops peer learning opportunities, and provides one-on-one support to East Texas team members.
Kristy was promoted to her current role in 2025 after starting as a Community Resource Manager. She holds a Master of Public Service and Administration from Texas A&M University’s Bush School and lives in Lufkin, Texas.

Area Director for Broadband
Catherine Krantz
Catherine Krantz joined Communities Unlimited (CU) in 2022 as Area Director for Broadband. She leads a team providing broadband planning, technical assistance, and digital opportunity support in underserved communities. Catherine also manages CU’s broadband strategy, including program development, advocacy, and grant funding.
She brings more than 20 years of experience in economic development, nonprofit management, and international business, with over a decade focused on rural broadband. Catherine holds degrees from the University of Texas at Austin and the University of Texas at Arlington.

Community Facilitator
William Thrasher
William Thrasher came to Communities Unlimited (CU) in October of 2021 as a Community Facilitator for the Community Sustainability Team. William works with low-income and underserved communities to assist them with outreach and planning. He leverages and closely coordinates with other Communities Unlimited and other strategic partners to implement training and technical assistance to accomplish strategic goals and desired community sustainability outcomes.
William has experience working as a leader and has a background in public speaking and building relationships. William received his B.S. in Sociology & History from the University of Arkansas at Little Rock.

Chantel Poor
Chantel Poor joined Communities Unlimited (CU) in 2021 as a Community Facilitator. She works with community members and partners to support local projects, deliver trainings, and connect communities with resources through technical assistance.
Her work focuses on outreach, community development, and planning in underserved areas, where she collaborates with local leaders to identify needs and implement solutions. Chantel helps guide communities through funding opportunities and supports efforts that lead to long-term growth and sustainability. She lives in Almyra, Arkansas.

Amanda McBride
Amanda McBride, Community Facilitator, joined Communities Unlimited (CU) in June 2024. In her role, Amanda coordinates and facilitates projects and funding opportunities with community members to help their communities. Brian Wells
Brian Wells, Area Director for Communities Unlimited (CU), works with rural communities, small businesses, and entrepreneurs to solve problems and grow through consulting and innovative lending programs.
He began his career as a command pilot in the United States Air Force and later served as Chief Financial Officer for a multi-line firm. His diverse experience helps him develop practical, tailored solutions for clients. Brian holds degrees in Mathematics and Accounting from the University of Arkansas and an MBA in Finance from Indiana University Bloomington.

Dale Rutherford
Dale Rutherford joined Communities Unlimited (CU) as a Senior Management Consultant in 2021. He is based in Little Rock, Arkansas, and is now an Area Director. Dale works with clients to develop financial models and budgets for both existing and startup businesses. He conducts assessments to identify client needs, solve challenges, and create actionable plans to achieve their goals.
In addition to being a published author, Dale holds a Lean Six Sigma Black Belt certification. He earned both his MBA and Bachelor of Science in Management from Henderson State University.

Marnell Love, an Area Director based in Memphis, Tennessee, joined Communities Unlimited (CU) in 2020. He supports small business owners and entrepreneurs with one-on-one guidance to help them grow and sustain their businesses.
He also serves as a chaplain for the Sardis Fire Department in Mississippi and provides care to hospital and palliative care patients. Rhett Douglas
Rhett Douglas, a Senior Management Consultant located in Memphis, Tennessee, joined Communities Unlimited (CU) in October 2020. He works with small businesses and entrepreneurs to prepare financial and operational plans for clients, conduct webinars on digital marketing and corporate structure, and assess small businesses for loan readiness.
Rhett comes from a business background, having successfully launched, and promoted two new franchise concepts in Collierville, Tennessee. He has a Bachelor of Arts degree in Theatre Concentration with a minor in Business from Harding University in Searcy, Arkansas. Julie Hudgins, Area Director for our Central Region, is located in Stilwell, Oklahoma. She joined Communities Unlimited (CU) in 2018. Kurt Grant
Kurt Grant is the Area Director for Texas Community Infrastructure at Communities Unlimited (CU), where he oversees infrastructure staff and supports rural water and wastewater systems across the state. Based in Amarillo, he joined CU in 2020 as a Community Management Specialist.
Previously, Kurt worked with the Panhandle Regional Planning Commission as a Local Government Services Specialist, serving as contract City Manager for Timbercreek Canyon. Don Becker
Don Becker is a Geographic Information System (GIS) Project Manager based in Fayetteville, Arkansas. He joined Communities Unlimited (CU) in April 2020. Cherub Alford is a Community Infrastructure Management Specialist for Communities Unlimited (CU). Chad Brown

Prior to joining CU, Chad spent four years with the City of Raleigh (NC) Public Utilities. Andres Villarreal joined Communities Unlimited (CU) in May 2024 as a Community Infrastructure Management Technician in West Texas. In 2025 he was promoted to specialist. He provides onsite technical assistance to rural communities with water and wastewater issues and assists them with project planning, financing, and utility management and administration. He ensures that systems meet federal and state regulations.

Britton Howe
Britton Howe, Senior Infrastructure Management Consultant, joined Communities Unlimited (CU) in June 2024. Previously, he was a water operator for the largest rural water district in Adair County for RWD #3 in Westville, Oklahoma. John has a degree in Environmental Health and Safety Management from Northeastern State University. He will work with CU’s Infrastructure Team in Arkansas. John lives in Stilwell, Oklahoma, and his mom is CU’s Oklahoma State Coordinator, Julie Hudgins.

Andy Callaway
Andy Callaway joined the Infrastructure Team in Oklahoma as a Community Infrastructure Management Advisor in October 2024. Before joining CU, she worked as a wastewater operator at Inframark. Andy spent over 20 years with the Oklahoma Department of Environmental Quality (ODEQ), including 12 years in the Operator Certification Program, where she served as the Complaints Coordinator for the Water Quality Division. She also spent nine years in ODEQ’s Drinking Water State Revolving Fund (DWSRF), primarily conducting environmental reviews.
Andy holds a Bachelor of Science in Environmental Management from Northeastern State University. She lives in Guthrie, Oklahoma.

Kelly Harmon

Before joining CU, Kelly served as a Municipal Deputy Court Clerk. Prior to that, she dedicated 15 years to the Town of Mountain Park, where she held several key positions, including City Clerk/Treasurer, Court Clerk, and Water Superintendent. She also earned a Class C Water and Wastewater license during her tenure. Kelly currently resides in Altus, Oklahoma.

Rachel Sartin, Administrative Assistant, joined Communities Unlimited (CU) in May 2024. She initially started as the Front Desk Coordinator and was promoted to Administrative Assistant in September of that year. Vinetria Johnson
Vinetria Johnson joined Communities Unlimited (CU) in 2025 as a Community Housing Facilitator. She supports the COME HOME housing model in rural and persistent poverty communities, providing housing assessments, education, and technical assistance to promote safe and affordable housing across the Mississippi Delta.
Previously, Vinetria served as an alderwoman in Friars Point, Mississippi, and held a leadership role with The Michaels Organization, overseeing staff and housing operations. Courtney Gibson
Courtney Gibson joined Communities Unlimited (CU) in 2025 as Regional Housing Manager. He oversees housing services across his region, including supervising staff, coordinating housing repair projects, and supporting communities through education, planning, and technical assistance.

Chloe Keahey
Chloe Keahey joined Communities Unlimited (CU) in September 2025 as a Community Resource Manager, serving communities across East Texas, including Miller, Bowie, and Cass counties. She works to strengthen civic infrastructure, build partnerships, and connect local leaders and residents to resources that support long-term growth.
Previously, Chloe served as an AmeriCorps VISTA Fellow at Southern Arkansas University, where she managed the campus food pantry, coordinated volunteers, and led initiatives addressing food insecurity. Joe Meszaros
Joe Meszaros, MBA, joined Communities Unlimited (CU) as a Management Consultant in February 2026. He works with small businesses across Northwest Arkansas to identify challenges, connect entrepreneurs with funding and training opportunities, and help guide businesses toward long-term success.
Before joining CU, Joe served as a Senior Economist with S&P Global Commodity Insights and previously held leadership roles with Simmons Prepared Foods in Siloam Springs. He also operated J.
