The Environmental Services Team at Communities Unlimited (CU) is working to improve water and wastewater infrastructure in Lewisville, Arkansas. CU Central Regional Area Director Brad Jarrett and Arkansas State Coordinator Tonya Kendrix have been actively engaged in Lewisville.

Their efforts have led to significant achievements, including securing major American Rescue Plan Act (ARPA) grants for critical water and wastewater projects.

Lewisville secured nearly $4 million in ARPA grants, with $3 million for Water Main Replacement Phase 1 and almost $1 million for Wastewater Treatment Facilities Improvements. These funds will replace the town’s aging infrastructure, which has caused frequent water line breaks and outdated wastewater treatment.

“Our environmental work is centered around them getting ARPA funding,” Jarrett said. “These funds are for infrastructure development projects, specifically water and wastewater. Lewisville is receiving funds for two significant projects to replace and rehab their existing systems.”

CU Community Environmental Management Specialist Cherub Alford is also helping Lewisville apply for funds from USDA RD for a new police vehicle. Although no grant funds are available now, CU’s proactive approach ensures the application will be ready for next year.

Before getting these grants, Lewisville had problems with failing infrastructure and lacked financial and managerial capacity. Jarrett emphasized the importance of financial documentation and meeting state standards to secure funding.

Kendrix conducted a rate analysis to set fair rates for different users and comply with Act 605 of 2021, which requires all retail water providers to have an approved rate study.

This rate study helps maintain the water system and prepares Lewisville for future growth, including potential lithium extraction facilities. “If a lithium plant builds near Lewisville and housing increases, you need good water lines,” Jarrett said.

These projects will greatly benefit Lewisville. The new infrastructure will provide safe drinking water for everyone and support local businesses, including new restaurants and industrial facilities. This will boost the local economy and increase tax revenues.
